On March 7, 2025, the Ministry of Education and Science of Ukraine (MESU) published for public discussion the draft Law of Ukraine "On Amendments to Certain Laws of Ukraine Regarding the Implementation of Open Science Principles."
The draft proposes amendments to the Laws of Ukraine "On Scientific and Scientific-Technical Activities," "On Scientific and Technical Information," "On Copyright," "On Information," and "On Copyright and Related Rights."
The National Academy of Sciences of Ukraine (NASU) has reviewed the draft law and sent a letter to the Ministry of Education and Science of Ukraine dated March 27, 2025, No. 58/516-5, stating that the Academy supports the initiatives aimed at implementing open science principles in Ukraine as well as updating the Law of Ukraine "On Scientific and Technical Information." At the same time, the draft law does not fully align with EU acts and the legislation of EU member states regarding open science, nor with the requirements for the application of open access licenses, and therefore requires amendments (Proposals and comments to the draft law have been provided).
Taking into account the experience of the Working Group of the Verkhovna Rada Committee on Education, Science, and Innovation on open science matters during the consideration of the draft Law of Ukraine "On Amendments to the Law of Ukraine 'On Scientific and Scientific-Technical Activities' Regarding Research Infrastructure and Support for Young Scientists" (Reg. No. 10218 dated November 6, 2023), it was proposed that experts from the scientific institutions of the NASU be involved in the further development of the draft law.
