On November 29, 2023, the Presidium of the National Academy of Sciences of Ukraine adopted the “Concept for the Implementation of European Principles of Open Science in the National Academy of Sciences of Ukraine“, which defines the policy of the National Academy of Sciences of Ukraine on the implementation of open science: the goal, principles, priority tasks and main directions of activity of the National Academy of Sciences of Ukraine for 2023-2030.
The draft Concept, prepared by the working group of the NAS of Ukraine on open science, was presented by the head of the working group - academician - Secretary of the Informatics Department of the NAS of Ukraine O.M.Khimich
The concept was developed taking into account the "National Plan on Open Science", approved by the order of the Cabinet of Ministers of Ukraine dated 08.10.2022 No. 892-r, and aimed at the implementation of the Resolution of the National Academy of Sciences of Ukraine dated 02.11.2022 No. 327 "Regarding the participation of the National Academy of Sciences of Ukraine in the implementation European principles of open science".
The main goal of implementing the concept of open science at the National Academy of Sciences of Ukraine is:
- increasing the presentation of research results of scientists of the National Academy of Sciences of Ukraine in the information environment of open science with the use of modern technical and informational means in the interests of the development of science in Ukraine and international scientific cooperation with the assessment of such presentation according to certain indicators;
- expanding the access of the scientific community both in Ukraine and at the international level to scientific articles and other scientific results of researchers of the National Academy of Sciences of Ukraine.
Implementation of the principles of open science in the National Academy of Sciences of Ukraine:
- expands the access of the scientific community, businesses in Ukraine, and foreign countries to scientific articles by scientists of the National Academy of Sciences of Ukraine through the dissemination of information about publications using aggregators BASE, CORE, DOAJ, etc.;
- provides an opportunity to integrate scientific journals of the National Academy of Sciences of Ukraine and institutions of the National Academy of Sciences of Ukraine into the global publication search system by converting them into open access journals that use standard protocols for exchanging English-language metadata and registering in the aggregators of the European Open Science Cloud;
- realizes the possibility of making references when publishing scientific articles to research data necessary to confirm the conclusions and results of research;
- expands the application of FAIR principles in scientific institutions in relation to research data - findability, accessibility, compatibility and reusability;
- creates an opportunity to place manuscripts of scientific articles for open access in the archive of preprints before their publication to ensure the priority of scientific results, without waiting for the time for publication of the article, etc.
The adoption of the Concept was preceded by a year of implementation of the Target scientific and technical project of the NAS of Ukraine "Creation and implementation of the infrastructure of open science at the NAS of Ukraine (OPENS)" for 2023-2024, during which measures were taken to prepare regulatory support, as well as the creation of an infrastructure of open science at the NAS of Ukraine as part of:
- The open science portal of the National Academy of Sciences of Ukraine, which is the entry point to other subsystems;
- Universal publishing platform of journals of the National Academy of Sciences of Ukraine, which provides conditions for the transformation of scientific periodicals into open access journals;
- The repository of scientific texts of the National Academy of Sciences of Ukraine, which ensures the accumulation and depository preservation of scientific texts in electronic form, presentation of metadata of scientific publications of the National Academy of Sciences of Ukraine;
- Open data repository of the National Academy of Sciences of Ukraine for the placement, exchange and reuse of research data under open access conditions
- Archive of preprints of the National Academy of Sciences of Ukraine to ensure open access to scientific articles that are intended to be submitted for publication in a scientific periodical; scientific articles that have been accepted for publication, in order to quickly ensure the priority of scientific results;
- Open science harvester of the NAS of Ukraine, which aggregates publications from open access journals of the NAS of Ukraine and electronic libraries of scientific publications and preprints into a single search system, ensuring their integration into European and international aggregators.
The existing complex of centers for collective use of the NAS of Ukraine equipment will also become an integral part of the infrastructure of open science. The implementation and experimental operation of the open science infrastructure of the National Academy of Sciences of Ukraine is planned for 2024.
