Discussion on the Issues of Open Science at the 8th All-Ukrainian Scientific and Practical Conference “Creation, Protection, Defense, and Commercialization of Intellectual Property Rights Objects”

During the conference dedicated to World Intellectual Property Day, which was organized by the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute", the Ukrainian National Office for Intellectual Property and Innovation, the Intellectual Property Research Institute of the National Academy of Legal Sciences of Ukraine, Taras Shevchenko National University of Kyiv, Vadym Hetman Kyiv National Economic University, and the Ukrainian State University of Science and Technology, current issues of open science in Ukraine were discussed, including the Draft Law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding the Implementation of Open Science Principles,” published for public discussion by the Ministry of Education and Science of Ukraine on March 7, 2025.

In the presentation by Dr. Yurii Kapitsa, Director of the Center for Intellectual Property and Technology Transfer Research of the National Academy of Sciences of Ukraine, it was emphasized that the implementation of open science approaches in the practice of higher education institutions and research organizations in Ukraine should follow the model of the European Union, where such initiatives are primarily driven by recommendations, civic initiatives, and terms of research contracts.

Attention was drawn to inconsistencies between the draft law and the EU’s open science practices, as well as the established practices for the use of Creative Commons open-access licenses.
